Check land zoning by coordinates (VN-2000, GPS)

Choose the coordinate system (VN-2000 from the land certificate, or latitude and longitude from Google Maps), enter the point and the province printed on the certificate, then open the map: Vilac drops a pin, switches on the land-use planning layer and names the land type read from its colour. For reference only; ask the commune or ward office for the approved planning records before a deal.

Enter the coordinates

Illustrative inputs are editable. Results are indicative; actual bases, exemptions and records may differ.

Worked example

A certificate corner reads X = 1,320,571.33 m; Y = 576,951.72 m, issued in former Lam Dong (central meridian 107°45′). X is northing (7 digits), Y easting (6 digits). In WGS 84 this is 11.940400, 108.458300, in Xuan Huong ward, Da Lat, where the 2030 Da Lat land-use plan shows urban residential land (ODT). Illustrative point only.

Reading certificate coordinates

The corner table on a Vietnamese land certificate is VN-2000 in metres: X is northing (usually 7 digits), Y easting (usually 6). Swapped pairs are detected. Google Maps gives latitude and longitude in degrees; choose WGS 84 for those, or paste a share link.

Choose the province on the certificate

Each province has its own central meridian (3° zone, scale 0.9999, Circular 26/2024 Art. 3). Records made before the 2025 mergers keep their meridian (Circular 23/2025 Art. 8(4), effective 1 July 2025): former Lam Dong 107°45′, former Binh Thuan and Dak Nong 108°30′. A wrong meridian moves the point by tens of kilometres.

Reading the planning layer

Vilac has land-use planning maps for the former districts of Da Lat, Lac Duong, Lam Ha, Duc Trong, Don Duong, Di Linh, Bao Lam and Bao Loc. The land type is read from colour and may be wrong at boundaries; no layer does not mean no planning. The binding reference is the approved, published plan (Land Law 2024 Art. 75): ask the commune or ward office. District plans approved before 1 July 2025 stay in transitional use (Decree 151/2025 Art. 22(2)). Land-use planning differs from urban and rural planning, which covers roads and building limits (Law 47/2024).

Frequently asked questions

Are certificate X, Y the same as latitude and longitude?

No. They are VN-2000 planar metres: X northing, Y easting. Latitude and longitude (WGS 84) are degrees; the tool converts between them.

Which meridian for former Binh Thuan or Dak Nong certificates?

The one of the province printed on the certificate: 108°30′ for former Binh Thuan and Dak Nong, 107°45′ for former Lam Dong (Circular 23/2025).

Is the web planning map legally binding?

No. It is a reference read from colour; the approved, published plan is binding (Land Law 2024 Art. 75).

No planning layer shown: is the land clear?

Not necessarily. Vilac may have no map there or the map may predate amendments; ask the local authority.
